Under international human rights law, governments have three levels of responsibility regarding the promotion and protection of all human rights:
Respect: governments may not interfere directly or indirectly with human rights
Protect: governments have an obligation to prevent third parties - including corporations - from interfering with the enjoyment of human rights
Fulfill: governments must adopt the measures necessary to achieve the full realization of human rights
